Professional Summary

~~Scott Clark, Ph.D., P.E., CIH, became Professor Emeritus in Environmental Health in 2011 after being on the full-time faculty for over forty (40) years.  Since that time he has continued his efforts to achieve the global elimination of the use of lead in new paints and on the use of direct reading instruments to determine the content of lead and other metals in various environmental media.
For many years he and other colleagues at the University of Cincinnati have been engaged in studies to determine pathways of lead exposure for children living in and near older housing where lead paint had been used prior to it being banned and to evaluate lead paint hazard reduction methods. While on a sabbatical leave in India and Singapore in 2003 he found very high concentrations of lead in new household paint manufactured by some of the largest paint companies in India, China and Malaysia. He and others then called for a global effort to eliminate the use of lead in paints such as the earlier one to eliminate use of lead in gasoline.  Most of his efforts since that time have been focused on the development of such a global effort through collaboration with an international network of non-governmental organizations (IPEN) that focused on reducing toxic chemical exposures. These efforts resulted in the creation of a Global Alliance to Eliminate the Use of Lead in Paint by the World Health Organization and the United Nations Environmental Program.
Among his other professional activities have been:
• Serving as Director of the National Institute for Occupational Safety and Health (NIOSH) Education and Research Center at the University of Cincinnati.
• Principal Investigator of major USEPA and HUD-supported projects to develop approaches to reduce health hazards from lead-based paint contamination in and near housing.
• Supporting the efforts of a graduate of the UC program to create India’s first masters level occupational hygiene and safety program at the Sardar Patel University.
• Supporting the development of occupational safety and hygiene programs in Poland and Singapore.
•   Earlier in his career conducting health studies of exposures resulting from occupational exposure to wastewater and wastewater sludge treatment and hazardous chemicals.

Research and Practice Interests

My primary research objectives are (1) the determination of the human health effects of exposures to waste materials and (2) the determination of residential housing factors responsible for pediatric lead poisoning. The former includes both occupational and public exposures and involves biological as well as chemical agents. The wastewater exposure situations are land application, sludge composting, conventional wastewater treatment and sewer maintenance. Public exposures include air and drinking water contamination from hazardous waste facilities. An important aspect of the chemical exposure studies is the development of methods to assess exposures to waste mixtures. The residential lead exposure studies involve determination of the role of the dust pathway and determination of the relative influence of paint, traffic and industrial sources.
