William Timothy Miller

Professional Summary

I am a researcher and program evaluator with a passion for ensuring equal access to the justice system for everyone. I believe our justice system should be equitable, accountable, accessible, transparent, and effective, and I strive to use research, statistics, and business intelligence tools to bring us closer to each of these goals with every project I undertake.

I have been trained in the use of qualitative, quantitative, and mixed methods research, as well as data analytics. I have used these skills to conduct process and outcome evaluations and needs assessments in Alabama, Colorado, Kentucky, Idaho, Illinois, Indiana, Michigan, Missouri, Ohio, Pennsylvania, Texas, and Virginia in the judicial and corrections sectors.

The results of my evaluation services have been presented in civil court as part of written depositions, used to modify training materials, recruitment practices, probation services, court rules, treatment activities, and program standards, and I have validated risk assessment (pretrial and post conviction) instruments and responsivity tools across race, gender, and offense type for several state departments of correction.
